My name is Gordon Ryan, I am a fellow member of the Institute of Accounting Technicians of Ireland. I worked in the Accounts Department of the Citizens Information Board for 13 years. CIB is part of the Public Service under the auspices of the Department of Social Protection. They are the umbrella organisation for the Citizens Information Centres of which there are 42 in Ireland and Money Advice and Budgeting Service of which there are 52 in Ireland. They have a total budget of over 50 million Euro a year. I was part of a 3 man team who worked in the finance department which oversees and manages this money. My job was to manage the creditors ledger, in which I processed over 4,000 invoices a year, made sure that the same invoice is not paid twice, matched statements with the ledger on a monthly basis. Made payments through the bank and by cheque to suppliers on a timely basis. I liaised with managers from around the country and in the Dublin office regarding signoff on invoices. I oversaw the movement on the payment of creditors from cheque to EFT. I also had to make sure that we had current tax clearance certificates for suppliers who are over the €10000.00 threshold and to withhold payment from any supplier who has not provided one and to follow up on unpresented cheques, staff expenses, reconciling petty cash, deduction of professional services withholding tax and RCT from invoices, and bank reconciliations. I also did other reports that were required by the financial manager from time to time. I was also in charge of the debtors ledger. I invoiced for different publications that they produced, I sent out statements to customers who have not paid, write off bad debts at the end of the year, lodged all cheques received from debtors into the bank. I also do payroll for a number of companies throughout Ireland assisting them with payslips, uploading monthly and quarterly P30's P45's P60's P35's onto Ros. I also assist them with annual returns to Company's Registration Office
